It recognises that disasters continue to cause devastation despite management advances, in the absence of sufficient integrated, risk-based strategies that prioritize response over mitigation. It establishes strategic frameworks covering physical, social, and environmental objectives, detailing risk identification, analysis, and management methods through worked examples. It then presents holistic disaster management from retrofitting to recovery, featuring extensive case studies in urban contexts. Prevention and preparedness strategies may depend on drills, vulnerability assessments of buildings and infrastructure, and life-cycle cost analyses. Response and recovery strategies focus on minimizing fatalities through early warning systems, rapid damage assessment, search and rescue, evacuation planning, and essential service restoration, utilizing advanced tools like machine learning, GIS, and IoT.
