Both a field guide to organizing and a character-driven nonfiction history, Unaffordable shows how tenants built durable coalitions, won rent control in more than one hundred New Jersey and helped spark a national tenant movement in the 1970s. Drawing on decades of work as a legal-aid lawyer, tenant organizer, writer, and co-founder of Shelterforce, John Atlas shows how local housing struggles grew out of rising rents, weak tenant protections, racial discrimination in credit markets, disinvestment, legal-aid battles, and machine politics. In much of the United States, tenants begin with very few rights. The first struggle is winning protections at all; the second is enforcing those protections against eviction, rent increases, landlord resistance, hostile courts, cautious agencies, and political retreat. At its center, Unaffordable argues that America needs more affordable homes—but relying on the private market and deregulation alone will not produce safe homes. The government must also invest in public, nonprofit, and social housing. None of that happens without power. It requires a movement of tenants, homeowners, students, lawyers, organizers, and residents across race, class, and neighborhood lines joining together to fight for housing as a right. Rather than ending with the victories, Atlas follows what happened next: how landlords adapted, how courts and public agencies narrowed reforms, and how even progressive institutions weakened enforcement. Unaffordable contributes to sociology, public policy, law, urban studies, and social-movement scholarship by offering a participant-observer account of how ordinary people build power and struggle to make those victories real.
