Hate Speech in Japan - The Possibility of a Non-Regulatory Approach

Freedom of speech and anti-racism are both fundamental values to any democratic society. Hate speech compels us to strike a balance between them. Japan has chosen not to regulate hate speech, but rather, to tackle it with non-regulatory measures, which is highly unique in the world.
