Building on the policy framework developed in the World Investment Report 2025, and based on the recommendations of the report, this toolkit provides policymakers guidance to adapt and enhance their policies for international investment in the digital economy, focusing specifically on the strategic, legal and institutional measures, with examples from the 15 developing countries.
